HP State Council for Child Welfare, Chaudhary Sarwan Kumar HP Krishi Vishvadidyalaya (Agriculture University, Palampur), Indus Medical Foundation (Indus Hospital), HP Handloom Weavers Apex Body, Shimla Jesus and Mary Educational Society, Bon Children’s Home, Central School for the Tibetans, Tibetan Art & Metal Craft Training Centre, Palampur Leprosy Home & Hospital are among the 44 Himachal Pradesh based NGOs whose licences to receive funds have been revoked by the Ministry of Home Affairs recently for violations of the Foreign Contributions Regulation Act (FRCA).
Tightening the FRCA regulations, the ministry in two batches has so far cancelled the FRCA licenses of 13,345 NGO’s on a countrywide scale. 
The list also included 47 NGO working in the state of Uttarakhand, whose licenses stand revoked.
Not even sparing government supported NGOs, the second list of 4,470 licenses cancelled organizations such as the sports ministry run Nehru Yuva Kendra Sangathan (NYKS), Delhi University (DU), Jawaharlal Nehru University (JNU), Supreme Court Bar Association, Escorts Heart Institute, among others.
Other reputed institutions and organizations whose FCRA licences stand cancelled are Panjab University, Chandigarh, Gujarat National Law University, Gargi College, Delhi, Lady Irwin College, Delhi, and Vikram Sarabhai Foundation, School of Planning and Architecture (SPA), Dr B R Ambedkar Centre for Biomedical Research, National Institute of Fashion Technology, Sardar Patel University in Gujarat, Indian Law Institute, Indian Council of Agricultural Research (ICAR), National Minorities Development and Finance Corporation – which works under the minority affairs ministry, All India Tennis Association, Army Navy Air Force Wives Charitable Association of the Retired Officers & Jco, Vedic Culture Centre and Gandhi Peace Foundation.
All associations were given proper notice by the Foreigners Division of the Home Ministry with adequate time to reply before their FCRA licences were cancelled, a senior home ministry official said.
One of the main reasons for cancelling these licenses is for not filing proper returns of the foreign funding received by the organization.
Cancellation the foreign funding licenses of Ford Foundation and Greenpeace organizations among a list of 8875 NGOs against whom action was taken in April had raised international concern about India’s attitude towards civil society organizations.
