New legislation to empower Baddi development authority

The Baddi-Barotiwala-Nalagarh Development Authority (BBNDA) will be empowered by bringing in a new legislation. The government has reportedly given its go ahead for this following the issue raised by the Baddi-Barotiwala-Nalagarh Industrial Association and HP Council of CII in a meeting of BBNDA held at Shimla recently. The Chief Minister who was a Chairman of BBNDA has directed Principal Secretary, Industry to discuss the draft bill with the Chief Secretary before to bring it to the cabinet, revealed well placed sources close to the development.

In fact the CM has stressed that the authority should act more of facilitator than regulator in order to resolve the infrastructure problems of Baddi area. The bureaucracy has been instructed to be proactive in solving the industrial problems on priority basis.

The government has also directed the BBNDA to assign time limit for every project. In this regard the methodology of executing the work has also been modified. Ironically the BBNDA has taken up the project worth Rs. 35-cr during 2007-08 but only an amount of Rs.6-cr was disbursed against these projects which itself showed the slow pace of work.

Meanwhile the draft master plan for Baddi area has been presented by the consultant for which BBNDA would organize detailed deliberation with BBNIA before presenting it to the government.
