Shimla: Having failed to accomplish setting up a super-specialty hospital and medical college at Palampur, Rajya Sabha member Shanta Kumar headed Vivekanand Medical Research Trust entered into an agreement with Jai Prakash Sewa Sansthan, a JP Associate charity organization for completing the objective.
A memorandum of understanding to the effect was signed by Manoj Gaur, managing trustee Jai Prakash Sewa Sansthan, New Delhi, Shanta Kumar –chairman Vivekanand Medical Research Trust, Palampur and Deepak Sanan, principal secretary health.
It may be mentioned here that Governor of Himachal Pradesh had signed an MoU with Indian Hospital Corporation Ltd on Sept 5, 1992, when Shanta Kumar was the chief minister of the state to establish a project Vivekanand Institute of Medical Sciences and Research and in pursuance to it on Oct 19, 1992 the Vivekananda Medical Care, Education and Research Trust was made.
However, in terms of an MoU signed on Sept 10, 2000, amongst six individuals a Trust was created on Sept 11, 2000 called Vivekanand Medical Research Trust for setting up a medical research institute, medical college and multi-specialty hospital at Palampur.
The supplementary MoU signed on Wednesday stated that it will now set up a super speciality hospital with an associated medical college and nursing college at Palampur, land for which was given by the government of Himachal Pradesh on a token lease money.
Talking to newspersons after the signing of the MoU, Shanta Kumar said that he had been nursing the vision of setting up the super speciality hospital at Palampur since 1990-91 and though the people had contributed Rs 25 crores for it, the money could only be utilized for setting up a yoga and natural cure centre “Kaya Kalp’, in the first phase which was inaugurated by Swami Ramdev and had created a name for itself in as much that persons from as many as 40 countries had visited it for training and treatment.
Jai Prakash Gaur, Chairman Jaypee group, on the occasion said that the hospital would provide free services to the poor and would live upto the objectives spelt out by the trust.
Admitting that the second phase of the project in setting up the super speciality hospital could not mature for want of funds, as being a small state the people of Himachal Pradesh could not contribute the amount that was required, he said that now that the Jai Prakash Sewa Sansthan had come forward, the project would be completed in two years time and be run on a non profit bases, while the BPL families would be provided free treatment.
He said that of the 15 trustees, nine would be from Jai Prakash Sewa Sansthan, five from Vivekanand Medical Research Trust and principal secretary (health) would be the nominee of the state government on it.
“However, the over all looking after of the hospital, medical college and nursing college will be done by the Vivekanand Trust, whereas the Jai Prakash Sewa Sansthan will arrange the funds for day to day running and the state government will provide any requirements that may be needed in the futureâ€, said Shanta.

Construction of such a large super specialty hospital will be incomplete and under managed from the word go without an expertise in hospital construction and management …may be a Master in Hospital Administration (MHA) from a MCI recognized institution, would be a appropriate choice….. please do consider this if a successful construction and running is required….
I visited Kayakalp on 14 Jan 2008 and it was a pleasant surprise to find an immaculate facility catering to Indian System of Medicine. As pointed out by Prashant and may be more than that could be done in the future for the entire project to get managed properly. However, there is no such reason that the current MoU signed with the HP Govt and reputed JP Trust would not look into such matters as the latter has been quite a professionally managed charity and it would though be good for people concerned in the success of project to get tuned with the newly modified VMRT and more specifically find out whether their expertise could be of some use.
I personally believe that it is a wonderful place in the scenic Himalyas but requires appropriate human resource management strategies and long-term vision for retaining the best talents in this farflung place. Those who are committed to a peaceful life would only be not leaving the institution, others might like go for salaries and opportunities at crowded metros, which definitely is the reality of our rat-race-life!
There are some very important global institutions and people who are having retained by our HABITAT CONSULTING GROUP in this domain who could be of strong help to this Trust in a very big way. I have personally found a great deal of synergies between what is being done at HP Agri Uni and IHBT (CSIR CENTRE) during my brief sojourn in Palampur on Makar Sakranti this year. I hope to visit it again with Vice-chancellor of Kurukshetra University and some other dignitaries, who then could spell out some kind of further cooperation?

I was so glad to hear about the super speciality hospital being constructed at Palampur.As we all know Palampur is a highly populated town I guess such big hospital requirement is felt by everyone.We cannot say that medical facilities in Palampur are not upto the mark infact there are many good private clinics also doing very good job.to name few Kapila Nursing Home,Karans Hospital, Shrutis Clinic and many more doing commendable job.And ofcourse the civil hospital is also no less in medical facilities.
But the super speciality hospital will be a great advantage for every himachali who travels so far just to get advance treatment.
It will be in favour of all.Then emergency, accidental and serious cases will not be reffered out of Himachal.
