Himachal Government is keen to relate the funding pattern of the Jawahar Lal Nehru Urban Renewal Mission (JNURM) to the pattern of North Eastern pattern where the Central share was 90% and state share 10% while in the case of Himachal Pradesh it was 80:20 respectively.
Prof. P.K.Dhumal said that the state was being discriminated by the Union Government with respect to the funding system in spite of the fact that the state was listed in the Special Category states of the country. The state government plans to take up the matter with the Prime Minister, Union Urban Development Minister and Deputy Chairman, Planning Commission of India.
He said that the state government had proposed construction of 636 flats estimated to be constructed over 24 crores under the Basic Services to the Urban Poor (BSUP) for the capital town. The process of the identification of the urban poor had already been completed and the scheme to provide the eligible people with homes has been divided into two phases named as Ashiana-I and II under which 252 and 284 flats respectively would be constructed. Projects worth 85.58 crores had been sanctioned for the state which included Urban Infrastructure and Governance (UIG) projects valued at 30.66 crores; Basic Services to Urban Poor (BSUP) valued at 17.44 crores; Urban Infrastructure and Development Scheme for Small and Medium Towns (UIDSSMT) valued at 21.29 crores and Integrated Housing and Slum Development Programme (IHSDP) valued at 16.19 crores. More projects relating to solid waste management, water supply scheme, road improvement, and sewerage schemes had been posed to the Centre, said the CM.
Prof. Dhumal said that the state would soon be launching a special drive to motivate NGOs, social workers, Panchayati raj institutions and school children to make Himachal Pradesh polythene free.
