The Himachal Pradesh Cabinet in its meeting held here today approved creation of eight posts of Chief Parliamentary Secretaries and four posts of Parliamentary Secretaries.
It granted sanction for filling up of 1,168 posts of various categories in different departments which included 900 posts of Home Guards, 175 posts of Assistant Sub Inspectors, 40 posts of Radiographers, 23 posts in Central Testing Laboratory, Kandaghat, 13 posts of different categories in State Commission and District Forums, 11 posts of drivers besides reviving the six abolished posts of the Assistant Town Planners.

The Cabinet decided to adopt Retention Policy for the entire State of
Himachal Pradesh, which shall be applicable within the HIMUDA jurisdictions. The construction carried upto 30th June, 2006 will be regularized upto five storeys, irrespective of the number of storeys above the road. However, thereafter, on the valley side, all buildings would be required not to rise above 1.5 meter above the road and must have 45 degree slanting roofs. Time limit for receipt of applications has been extended up to 28th February, 2007 and disposal of the same shall be done by 31 st March, 2007.
It approved 12.5 percent VAT on resin (crude pine grove), Khair, Eucalyptus and Poplar trees.
The Cabinet decided to reduce the component of Value Added Tax (VAT) exemption from existing Rs. 4 and Rs. 2 per litre of petrol and diesel respectively to Rs. 2 and Re. 1 per litre as the prices of both the commodities have been reduced by Rs. 2 and Re. 1 per litre.
It approved auction-cum-tender of multipurpose barriers in the state with effect from 1st April, 2007 to 31 st march, 2008.
The Cabinet approved initiation of another step in the welfare sector with the formulation of a scheme to be called as ‘Victim Welfare Fund’ with the initial corpus fund of Rs. 5 lakhs from the state government side, to provide financial assistance to the victims out of the wages earned by the prisoners undergoing punishment for committing very heinous crimes, like murder, rape, culpable homicide and dowry death etc.. The wages earned by the convicted prisoners will be divided into three parts. In the first part the 35 percent of the wages earned by the convicts in a month shall be deposited in the Fund in a separate bank account and one time compensation paid to the victims of offence and in the case of death of the victim, the compensation shall be paid to the immediate family members. In the second part, the 35 percent wages earned by the prisoner shall form Prisoners Welfare Fund and utilized under social welfare activities of the jail inmates. In the third part, the remaining 30 percent of the wages earned shall be paid to the actual wage earner, which he would be free to spend on his personal requirements.
It decided to ‘open the new Government Millennium Polytechnic College in Chamba from next academic session with five disciplines i.e. electrical engineering, electronics and communication engineering, electrical and electronics engineering, mechanical engineering and computer science and engineering.
It approved up gradation of four posts of Senior Scale Stenographers to that of Personal Assistants in the offices of Presidents of District Forums at Shimla, Mandi, Kangra and Una.
The Cabinet approved amendments in the Recruitment and Promotion Rules for the post of Controller (Weights and Measures) Class-I, Gazetted and Personal Assistant, Class-II in the Food and Civil Supplies Department, Legal Assistant, Class-II in Labour and Employment Department.
It also sanctioned two ambulances for Trauma Centre at IGMC, Shimla. It also decided to grant land on lease basis for 99 years to the Sacred Heart Convent School, Tara Hall, Shimla, Sanction was also granted to purchase 12 vehicles in different departments.
