Shimla: Police administration had drawn up bold plans to de-congest the Ritz Theater road ahead area into a no parking zone but going by this picture taken today (2.7.2011) it is evident that while police has been able to contain other sealed pass holders from using this exclusive area, government vehicles that are topped with red beacon lights continue to enjoy unchecked privileges, much to the dismay of the common citizen.
