Shimla: To keep the farming community abreast with latest developments AGRISNET – a comprehensive web portal is helping to converge and disseminate information related to agriculture, horticulture, animal husbandry and fishery at one place, a government spokesman stated.
The portal envisages to provide improved services to the farming community for their socio- economic betterment through use of information technology.
The project happens to be an e-governance initiative for strengthening and promoting agriculture activities that empowers end users with the ability to access services through an online forum.
The farming community can access this web portal by logging on to website www.hpagrisnet.gov.in through 2664 Lok Mitra Kendras set up at panchayat level.
This portal is brings farmers, researchers, scientists and administrators together by establishing online information. Farmers can put up their queries online along with the scanned photographs, if available, on the web and get the advice from experts of concerned departments.
The project provides information about soil conditions, crop rotation, kinds of seeds, fertilizers and pesticides, weather condition, water table, animal husbandry and feed, price enabling decision making about crop sowing and marketing, animal that can be reared under varied climatic zones.
Information about flagship programs ike Pandit Deen Dayal Kissan Bhagwan Samridhi Yojna, Doodh Ganga Yojna, Mukhya Mantri Arogaya Pashudhan Yojna is put up on the portal. besides encouraging farmers to take to diversification of agriculture.
Plans have been drawn up to create awareness about the services provided by the portal among panchayat pradhans, mahila mandals, yuvak mandals and other active NGOs, said the spokesman.

small wonder that everything that is being offered in encouraging more pesticides, more fertilizers and more cash crops. ironically for a state with such deep and rich indigenous knowledge there is no mention of that resource. what needs to be understood is the fact that chemicalization of agriculture is not the solution. though it looks very modern and scientific. it exhausts sooner or later. green revolution though magnificent also is reeling under the same impact and we don’t want to learn.
On the face of it, it appears to be a good initiative. However, like all other government backed initiatives, it leaves a few questions unanswered. First of all, it says data on weather conditions will be available, virtually at the panchayat level.One wonders when we do not have district-wise weather monitoring mechanisms in place how would sub-district level weather monitoring function when the weather conditions can be drastically different for each village within a panchayat? Secondly, it also mentions that data on water table would also be available. It is really astounding if such data even exists. If yes, it shall be the greatest contribution to improve the subsistence level farming to better the lot of our over 4/5th of the total farmers who are small and marginal in character. Thirdly, it should attempt to lay greater emphasis for organic farming because almost all districts of the state have very low fertiliser and pesticide/insecticide consumption. The next critical issue is the aspect of functionality of the Lok Mitra Kendras. If the past experience is any indicator, this end of the initiative is likely to become the biggest shortfall in achieving the ends.Last but not the least, when the government shouts from the house tops to give internet connectivity to Panchayats and Laptops to Pradhans, why not rope in that resource as well. It will give the local law makers(Panchayat Pradhans) an additional interface with the people and make them more meaningful.
All I see from HP govt are announcements. Having worked in IT sector for so long and knowing HP situation for IT infrastructure, I am pretty well aware what all is possible. Though all these are wonderful ideas but hardly implemented on ground.
