Himachal to slip into Karnatka’s Panchayati Raj model

Shimla: While teaching a seventeen member team of the CEOs of Zila Parishads of Karnataka on a tour of Himachal Pradesh to study the different aspects of the Total Sanitation Campaign being implemented through Gram Panchayats, Himachal learns their Panchayati Raj institution.

In order to strengthen the Panchayati Raj institution in the State we would follow the pattern of Karnataka State, said Jai Ram Thakur, Rural Development and Panchayati Raj Minister.

He added that the technical wing of Panchayati Raj would be strengthened besides delegating three-tier powers to Panchayati Raj system. He further said that disbursal of grants to Panchayat Samiti and Zila Parishad so as to enable them to carry out developmental works in the respective areas, would be given considerable thought. The proposal of delegating some powers to the Panchayat Samitis and Zila Parishads is being thought of by the Government, he added. He said that apart from the man-power and budget would be delegated to the Panchayat Sumitis and Zila Parishads so as to ensure their active participation in the State’s development.

    This is a little confusing. We have a team from Karnataka to study our achievements and we going to follow their model???. Are they here for due diligence and take back the best practices or here to teach us how to run the things at Zila Parishad/Gram Panchayat level?.

    Any sensible government know that the local bodies understand their issues well and can find a solution for it… delegation is happening a little late but better late than never.
