Himachal Cabinet decisions

Shimla: The Himachal Pradesh Cabinet in its meeting held here today approved a subsidy of Rs. 134 crore to domestic and Agriculture Consumers for the current financial year 2007-08. It included subsidy of Rs. 15.76 crore to the Antyodaya and BPL families, Rs. 131,15,37,000 to other domestic consumers, including pre-paid meters and consumers service charges and additional subsidy of Rs. 351 crore provided for agriculture and allied activities of the small and marginal farmers. The BPL consumers would be provided electricity subsidy at the rate of Rs. 1.15 per unit, other domestic consumers subsidy range from Rs. 1.15 to Rs. 1.50 per unit, consumer service charges subsidized at the rate of Rs. 9 per month, to bring down the service charges from Rs. 20 to Rs. 11 per month. The Agriculture and Allied activities would also be eligible for subsidy to facilitate the small and marginal farmers in a big way. It sanctioned 1376 posts of different categories in different departments.

The Cabinet granted recognition of Tertiary level Care 25 Private Hospitals for treatment and reimbursement to the State Government employees and pensioners without referring by the Director of Health Services.
The recognized private hospitals includes 15 in New Delhi and 10 at other places like Chandigarh, Jalandhar, Ludhiana and Amritsar.

It approved enhancement of contractual Junior Engineers in the Department of Panchayati Raj from Rs. 6000 serving in Non-Tribal areas and Rs. 7500 for those serving in the Tribal areas and decided to pay them a basic pay of Rs. 5800 plus 50 percent dearness pay which comes to Rs. 8700 per month and would benefit 147 contractual Junior Engineers in the Department.

It decided to engage the services 4978 daily wage workers for 30 days a month instead of their earlier engagement for 15 to 20 days a month which included 3483 workers who have completed 10 years and 1495 others with less than 10 years of service. The decision will be applicable to all of them uniformally.

It also approved the procedure for brining non-confidence motion again the Up Pradhan of the Gram Panchayats. No confidence motion against Up Pradhans can be brought after two years in their election. For bringing the motion majority of the members of the Gram Panchayat shall have to be given notice, 75 percent quorum required to consider the motion and if passed can be voted out with 2/3rd majority of the members passing resolution. The Gram Panchayats will be registering the marriages in their respective areas as per the provisions of the H.P. Registration of Marriages Act, 1996.

The Cabinet granted permission for the regularization of 289 daily wagers in the municipal bodies which have completed 8 years of service on 31st March, 2006 and also granted relaxation in educational qualifications in respect of 49 daily wagers to make them eligible for regularization.

It also granted permission for restoration of entries by the Revenue Department in favour of M/s Hindustan Salt Limited at Maigal in district Mandi for 105 bighas of land.

It approved remuneration/honorarium to the Members of the Backward Classes Commission for Backward Classes, Shimla.

It approved amendment in Himachal Pradesh Minor Minerals (Concession) Revised Rules, 1971 for revision of royalty rates, dead rent fee etc.

It decided to issue Letter of Intent for setting up of Private University in the State by K.D. Education Trust, New Delhi.

It sanctioned one ITI at Bodhdhar in Renuka segment of district Sirmaur alongwith 8 posts to start with 2 trades.

It decided to change the nomenclature of the post of Headmaster (Junior Scale) to Headmaster for the middle schools in the Elementary Education Department.

Relaxation in respect of 10 daily wage employees of the industries Department was approved for their regularization purposes.

It granted sanction for strengthening for Quality and Monitoring Mechanism in the Public Works Department.

It sanctioned 732 posts of teaching and non teaching categories for newly opened Government Degree College, Pangi at Killar and newly upgraded 30 senior secondary schools, 300 posts of various categories, upgraded 3 posts of Steno Typists to that of Personal Assistants, one tenure post of Registrar in HPPWD in the Public Works Department, 174 posts of teaching and non-teaching categories in the newly opened and upgraded 29 middle schools, 10 posts of Extension Officers (Industries) five posts of Assistant Geologists and one post of Assistant Engineer in the Industries Department, one post of driver in the office of SDO (C) Bhattiyat (Chamba), one post of driver in the office of Principal Resident Commissioner office, New Delhi, 2 posts of drivers in the Housing Department, 12 posts of Junior Draughtsman, 9 posts of Chainmen, one post of the Process Server in the Town and Country Planning Department, 12 posts of Senior Assistants in the Panchayrati Raj Department, one post of Executive Officer and 3 posts of Secretaries in the Urban and Local Bodies Department on contractual basis by relaxing the recruitment and promotion rules for the post of Executive Officer and Secretary, 92 computer operators in all the 77 developmental blocks and 12 in DRDAs and 3 at the headquarters.

The Cabinet approved Recruitment and Promotion Rules for the post of Lecturer (College Cadre) (Class-I Gazetted ) in the Higher Education Department, Superintendent Grade-I (Class-I Gazetted) in Engineering College in the Department of Technical Education, Vocational and Industrial Training, Head Draftsman Class-II (Technical Services), Architect (Class-I-Gazetted) in HPPWD, Agriculture Services , (Class-I-Gazetted) and Agriculture Extension Officer, Class-III (Non Gazetted) in the

Agriculture Department, relaxed rules for the promotion of Senior Assistants to Superintendent Grade-II in H.P. Secretariat, Sub Inspector of Fisheries Department, Deputy Director (Class-I-Gazetted) in Animal Husbandry Department.

It sanctioned four new vehicles, one Esteem and three Bolero in Industries Department, two Esteem for Prison Department, One bus for Technical Education Department, 12 mobile Bolero for IPH department.
