Himachal to revive Panchayat Secretary cadre and fill up additional 170 posts

cabin.jpgThe Himachal Pradesh Cabinet in its meeting held at Dharamshala today decided to revive the Panchayat Secretary cadre in the State and fill up additional 170 posts in fixed proportion to the number of gram panchayats of the backward, tribal and non-tribal areas, with a view to strengthen the Panchayati Raj system in its effective functioning.

The Cabinet decided to adopt new methodology of using the Backward Grant Fund (BRGF) through District Planning Committees as the line departments will complete the activity mapping with regard to devolution of functions and transfer of related funds and functionaries to the Panchayati Raj Institutions in a time bound manner. The existing District Level Planning Institutions of the Planning Department would be placed under the control of Zila Parishad concerned for strengthening structures of the District Planning Committees, whereby Panchayat Level Plans will be consolidated by the District Planning Committees. The Backward Region Grant Fund of the two districts, Chamba and Sirmour, will be utilized for augmenting resources for the District Planning Committees proposals for both the districts and the Panchayati Raj Department will function as Nodal Department by creating a separate head of BRGF fund. The District Planning and Twenty Point Programme Development Committees constituted by the Planning Department will be abolished and the administrative control of the existing District Planning Cells will continue to be with the Planning Department.

With a view to bring about the efficiency in the administration, the Cabinet decided to amend the H.P. Departmental Examination Rules, 1997 and raise the age limit for exemption to the Government servants in the departmental examinations from existing 50 years to 55 years and revise the application format for the examination. The Chairman of the Board of Departmental Examinations (Chief Secretary) will approve the award lists for the examination and also deal with the cases of unfair means. Hence forth the non-gazetted officers, in line to be promoted to gazetted ranks, would also be provided opportunity to appear in the departmental examinations.

The Cabinet approved creation of an Irrigation and Public Health Division at Taklech in District Shimla to cater to the water supply project execution schemes in the remote gram panchayats of the area and also created 39 posts of various categories to strengthen the laboratories of the department and fill up the same on contract basis. Posts of Section Officers in HP Secretariat were also sanctioned.

It approved Urban Reforms Agenda under Urban Infrastructure Development for Small and Medium Towns (UIDSSMT) to develop the towns of Dharamshala, Hamirpur and Mandi in a well planned manner to be implemented with the funding from Government of India.

It approved Recruitment and Promotion Rules for the posts of Deputy Director (Class-I) Gazetted in the Sainik Welfare Department as also personal assistant in the same department. Relaxed conditions for promotion to the posts of Superintendent Grade II (Non-Gazetted) in H.P.Subordinate Services Selection Board, Hamirpur.

The Cabinet sanctioned 12 vehicles under the World Bank Aided Hydrology Project in the Irrigation and Public Health Department to increase the mobility of the field staff to execute, inspect and monitor the ongoing projects under the programme.

It also approved creation of three posts of drivers on contract basis in the Developmental Blocks of Bamsan, Theog and Kandaghat.
