Shimla: On being appointed the Chief Information Officer, Bhim Sen, who was principal secretary to the chief minister and has taken voluntarily retirement from IAS on Friday took oath of the office in the presence of Governor Urmila Singh at an impressive ceremony held at Raj Bhawan.
Chief Minister Prem Kumar Dhumal, chief secretary Rajwant Sandhu, DGP Daljit Manhas and outgoing CIC PS Rana, among others, were present on the occasion.
Following moving out of Bhim Sen, senior bureaucrat Ajay Mittal has been made the new principal secretary to the chief minister.

Follow up in e-samadhan was really poor during the term of Sh. Bhim Sen. His orders on this platform were ignored easily by the lower officials. His simplicity and non-controversial nature must not prove harmful to RTI movement in the state.
During the term of Mr. Rana as CIS, the positive interpretations in RTI cases were citizen centric and in line with the basic objective of this Act. I hope the tradition will be carried effectively by taming the sarkari babus in state who are always in information-hiding mode.
