Himachal to ban usage of disposal plastic items (cups, plates, tumblers)

Shimla: To render the state free of plastics, the Himachal cabinet on Saturday decided to ban use on storage and use use non-biodegradable palstic products such as cups, plates, tumblers and other such disposable items.

Presided over by chief minister Prem Kumar Dhumal, the cabinet decided to enforce the ban from 15th August and impose a find of Rs 5000 for littering of non-biodegradable waste by any institution or commercial establishment and Rs 1000 by an indivdual in the premises of any private or commercial establishment, a cabient spokesman stated.

Budget Session from February 28 to April 8

The cabinet decided to recommend to the speaker of the state assembly for convening the Budget Session of the State Assembly from February 28 to April 8, 2011. In all the Budget Session would have 24 sittings.

The cabinet set up a sub-committee of ministers to be headed by revenue minister Gulab Singh regarding implementation of the 85th Constitution Amendment – 2001 and assignment of seniority to scheduled caste and tribe employees on promotion by applying a rule of reservation roster.

Others in the committee are Ravinder Ravi – the IPH minister, Jai Ram Thakur, rural development minister, Kishan Kapoor, the transport minister, ID Dhiman, the education minister and Rajwant Sandhu – the chief secretary.
The cabient cancelled allotment of Raula (1.25 MW); Pher (1.75 MW); Nalian (0.80 MW); Bourar (0.40 MW); Mallan (1.00 MW) and Uhl-II (1.00 MW).

It accepted the proposal to enhance VAT on Tobacco and Tobacco Products from 13.75 percent to 16 percent and bring ‘beedies’ under goods taxable at special rate under new Schedule ‘E’ of HP VAT Act, 2005.

It consented to authorize HP Board of School Education to hire taxi on government approved rates to inspect private educational institutions for affiliation.

It agreed to shift National Highway Sub-Division of HP Public Works Department from Bilaspur to Shillai in district Sirmour to oversee the construction work of the new National Highway passing through the area.

It granted approval to the Amendment in the Himachal Pradesh Lokayukta Act, 1983.

Approval was granted for filling up of 225 posts of Shastri, 450 posts of Language Teacher, 200 posts of Art Teacher and 125 posts of Physical Education Teacher in Elementary Education department.

It granted sanction to filling up of one post Joint Labour Commissioner; two posts of Excise and Taxation Officers in the Department of Excise and Taxation; 12 posts of Civil Judge Junior Division for Subordinate Courts in the State; 8 posts of Clerks and two posts of Stenographers in HP Public Service Commission. Cabinet also granted permission to fill up 4 posts of Deputy Director, 11 posts of Welfare Organiser, 5 posts of Clerks and 2 posts of Steno Typists in the Sainik Welfare Department.

It was decided to re-name Reckong Peo Chowk as ‘Thakur Sen Negi Chowk’.

    Making press releases is very easy and implementation is very hard. The “Ban” of plastics in Himachal looks like a joke..

    I traveled two days back to Chintpurni Ji..and also saw a Hoarding with beautiful words on it.. Himachal ko Swach banaye, Paryavaran ke liye..this and that..and just withing few hundred meters near this board of publicity ..hundreds of plastic wrappers of bread..biscuits..empty polythene bags…thrown away by fellow “Devotees” who offer food, bread, biscuits, eatables to monkeys on way..to ward off their own evils and negative planets..

    My question to our CM – Sir, who would implement this rule? There are more declarations than things actually implemented.

    Will local politicians / MLA’s / Village Pradhans etc….accompany execution authorities if such plastic litter and garbage disposal is caught within their areas..? Which sitting MLA/ Minister would ask administration to take strict action against offenders from own constituency and like to annoy public and destruct own vote bank while implementing such norms. Though this is a welcome step, but equally difficult to implement.
