H.P. State Election Commissioner notifies schedule of PRI by-elections

Rajendar Bhattacharya, the H.P. State Election Commissioner announced today that with the powers vested in HPSEC under 160 of the Himachal Pradesh Panchayati Raj Act, 1994 and Rule 32 of H.P. Panchayati Raj (Election) Rules, 1994, the State Election Commission Himachal Pradesh notifies the election programme for the conduct of by-election in order to fill up the vacant seats in Panchayati Raj Institutions of Himachal Pradesh.

The nomination papers can be filed on 3rd, 4th and 5th July, 2008 (between 10 a.m. to 3 p.m.), meanwhile those filing for office bearer of Gram Panchayat, Panchayat Samiti and Zila Parishad can be filed at the places and before the officers appointed by the District Election Officers (P). The scrutiny of nomination papers would be on 7th July, 2008 (from 10 a.m. onwards) and withdrawal of candidature can be done on 9th July, 2008 (between 10 a.m. to 3 p.m.).

The list of contesting candidates and symbols allotted to them plus the list of polling stations shall be published and pasted on or before 3rd July, 2008. The counting of votes for Members and Pradhans of Gram Panchayats would be taken up immediately after the close of the poll at the Gram Panchayat Headquarters. She said that the counting of votes for members of Panchayat Samiti and Zila Parishad shall be taken up on 22.07.2008 at respective block headquarters and counting once started shall continue (for constituency) until it is completed. The result of election of Zila Parishad member shall be declared in accordance with the provisions contained in rule 75 (vi) of the H.P. Panchayati Raj (Election) Rules, 1994. The process of election shall be completed by 25th July, 2008.

    this is in context to the code of conduct implied by the various departments in Baddi industrial area and thus making the industries to suffer a lot .
    There are various unit which are at the stage of starting their production but untill and unless NOC from Pollution control board & BBNDA is not issued they wont be able to get the electric connection and thus left to merely suffer in respect of bussiness as well as financial loss

    similarly so many units have acquired land for establishing industry but are facing lot of problems at various stages of clearance from different authorities as all the departments have stopped issueing any type of NOC/clearance to the industries which is not in favour of industrialization in the state. Also incentives are not available for the industries coming into production after 31-3-2010. So keeping into view the said facts you are requested to pass on directions to the departments so that the process of industrialization is not hampered .

    WILL SHIFT ELSEWHERE & IN FUTURE NO INVESTOR WILL INVEST IN THE STATE

    So kindly revert back & instruct respected deptts to issue NOC so that industry can run smoothly & generate employment .
