Shimla: To improve government functioning, the Himachal cabinet today decided to requisition services of consultants to study human resource management in the public works, irrigation, health and education departments.
The study was being conducted to develop human resource to meet requirements of emerging schemes in the 11th Plan period. The manpower norms require new bench marking over earlier set standards keeping in mind the rapid advances in communication and information technologies, he said. The study findings would help the state to take next steps in rationalizing manpower utilization for better governance and delivery of services to people. The economic and statistics department would be the nodal agency for the study, said the spokesman.
Presided over by chief minister Prem Kumar Dhumal, the cabinet today decided to hand over the administrative control of Baddi-Barotiwala-Nalagarh Development Authority from to industries department. Earlier it was being looked after by the general administration.
It also approved export of khair wood from the state. The export would be permitted subject to lifting of a ban imposed by the High Court, the spokesman said.
It was decided to start the DNA finger printing and NDPS testing facilities at the State Forensic Science Laboratory, Junga. Two regional laboratories at Dharamsala and Mandi are also to be opened up.
It approved the 22nd Annual Consolidated Report of the Lokayukta for the year 2007.
It accorded approval to reorganize the State Criminal Investigation Department and also bring about required changes in the recruitment procedure for the constables in H.P. Police.
The cabinet decided to deploy personnel for implementation of the National Rural Employment Guarantee Assurance Scheme (NREGA) in eight new districts where the national scheme is to be rolled out.
The cabinet granted permission to employ 1921 persons which include 1081 posts of Gram Rojgar Sewak, 750 Takniki Sahayaks and 40 Junior Engineers. Powers of Takniki Sahayaks will also be enhanced by decentralization of powers and effective functioning of the ambitious programme.
It approved creation of one post of sweeper for Primarty Health Centre, Saach (Chamba) under administrative control of Health and Family Welfare Department, two posts of Junior Scale Stenographers in Youth Services and Sports Department, 9 posts of different categories in Himachal Pradesh Electricity Regulatory Commission, 8 Posts of Principals (College cadre) through H.P. Public Service Commission, 9 posts of Panchayat Inspectors in Panchayati Raj Department, 29 posts of Laboratory Assistants in Health and Family Welfare Department, 3 posts of class-IV employees in Tourism Department.
It approved amendment of Recruitment and Promotion Rules of District Welfare-cum- Probation Officer (Class-II Gazetted) in Social Justice and Empowerment Department, Assistant Research Officer (Class-II Non Gazetted) in Horticulture Department.
