Avay Shukla, Additional Chief Secretary, who is also Principal Secretary Transport and Tourism today flag off ” First Interceptor Vehicle” having Laser Based Measurement Device, Computer and Breath Alcohol Analyzer to enforce the provisions of Motor Vehicle Act and Rules in the State.
Speaking on the occasion Shukla said that the Government of Himachal Pradesh has already issued the notification fixing the speed limit in various parts of the State. He said that the enforcement agencies of Police, District Administration and the officers of Transport Department have been entrusted with the task of enforcement of the provisions of Motor Vehicle Act and Rules He said that this Rs. 31 lac modern Interceptor vehicle was provided by Ministry of Road Surface Transport, Govt. of India.
He said that this vehicle would ply on Kalka-Shimla National Highway and in the second phase two more such vehicles would be procured. This technology would identify accident-prone locations, recording of encroachment and educating the road users.
Shukla said that the human error, road conditions and engineering defects in the vehicles are some of the causes of road accidents. He said that with the introduction of this new technology, over speeding, drunken driving, rash and negligent driving could be checked.
He said that the latest laser based device can detect the over speeding vehicle with in a radius of one kilometer and the evidence are admissible in the court of law. He said that the Breath Alcohol Analyzer having a remote filter besides DVD recording facilities have been provided in the vehicle.
He said that two-day training was also imparted to the officers and officials of the Transport Department on provisions of Motor Vehicle Act, Traffic Engineering and handling of new equipments.
