Shimla: Chief Electoral Officer Manisha Nanda, has urged all political parties, their candidates and workers to refrain from using plastic or polythene for preparation of posters and banners during election campaign.
As most of such material is non-biodegradable it could cause damage to the environment and natural resources, she said.
Nanda also urged that the use loudspeakers be made as directed by the Election Commission. The use of loud in rural areas is permitted from 6 a.m to 11 p.m. where as in urban areas it is from 6 a.m. to 10 p.m. she said.
She further clarified that a public address system or loudspeaker or any sound amplifier, whether fitted on vehicles of any kind whatsoever, or in static position, used for public meetings for electioneering purposes, should not be used at night between 10.00 p.m. and 6.00 a.m.
According to the Election Commission of India all political parties, candidates and any other persons using any loudspeakers on moving vehicles including but not restricted to trucks, tempos, cars, taxis, vans, three wheeler scooters, cylce rickshaws etc. would intimate the registration identification number of those vehicles to the authorities granting permission to use the loudspeakers and such registration identification numbers of the vehicles would be indicated on the permits granted by the authorities concerned.
Any vehicle on which a loudspeaker is used without the said written permit would be confiscated forthwith along with the loudspeaker and all the apparatus used along with it, she added.
