Dhumal annouces release of 10% DA for employees, pensioners

Hamirpur:To strengthen the agri-marketing infrastructure, chief minister Prem Kumar Dhumal on Himachal statehood day announced plans for setting up a large modern marketing yard for the districts of Kangra, Una, Hamirpur and Bilaspur districts and went onto declaring release of 10 percent dearness release for all employees and pensioners.

Speaking at a statehood day function in Hamirpur, the chief minister said that to mark four decades of Himachal statehood, the government plans to hold functions round the year in all the districts of state.

After unfurling the national flag and taking salute at an impressive march past, he said in 40 years the development ushered in was exempelary not only for other hill states in the country but for other areas also. Only recently, in a nationwide survey, the state had bagged the Best Big State Award for overall good performance, he said.

Announcing release of 10% DA from 1 July, 2010, he said whereas arrears would be credited into government provident fund accounts, enhanced DA from January 2011 would be in cash.

For benefit of farmers of lower areas of Himachal, particularly for the districts of Kangra, Una, Hamirpur and Bilaspur a large modern market yard with and investment of Rs 100 crore would be setup, said Dhumal.

Headquarters of the Organic Farming Project that is being started with assistance from Japan International Cooperation Agency for promotion of organic farming and diversification would be headquartered in Hamirpur, said the chief minister.

Making a comparison between 1971, when the State got statehood and 2010, he said that the per capita income which was Rs. 651 in 1971 had gone upto Rs. 49211 in 2010, State Gross Domestic Product has increased from Rs. 223 crore to Rs. 42,278 crore and annual plan from Rs. 17 crore to Rs. 3000 crore.

He said that the literacy percentage which was only 23 percent in 1971 had gone upto 84 percent in the year 2010 and State was poised to surpass Kerala in literacy percentage soon.

The state was poised to become a ‘Fruit Bowl’ of the country as production had increased from 1.78 lakh tonne in 1971 to 8 lakh tonne in 2010.

Reiterating his government’s resolve to improve the rural economy, he said under the Rs. 353 crore Pandit Deen Dayal Kisan Baagwan Samridhi Yojna about 6000 poly houses had been constructed in two years while the scheme has a target of setting up 16500 poly houses.

To supplement farmers income another Rs 300 crore Doodh Ganga Yojna was being implemented.

He said that education, health and road had been given top priority.

To make Himachal Pradesh an educational hub a number of educational institutions were being opened, which included opening of a Technical University, one Degree College, one Engineering College, 43 Senior Secondary Schools, 58 High Schools, 62 Middle and 33 Primary Schools in the Government sector alone during last three years.

Besides a Central University, National Institute of Fashion Technology and Food Crafts Institute had been established in Kangra district, Technical University and Hotel Management Institute in Hamirpur district, IIT and ESI Medical College and Hospital was coming up in Mandi district.

An Atal Shiksha Kunj had been set up at Kalu Jhanda in Baddi Barotiwala area of Solan district and three more medical colleges are proposed to be opened, one each in Hamirpur, Una and Sirmaur district.

An Hydro Engineering College was being opened in Bilaspur district and one Engineering College at Pragatinagar in Shimla district. During last three years, 10 private universities had been opened, said Dhumal.

While committing the government about ensurin better medical care facilities he said that 600 MBBS, 85 Ayurvedic doctors and hundreds of nurses and paramedical staff had been appointed.

Chief Minister said that 38 medicines were being provided free of cost to BPL families in all OPDs in the State. He said that ‘Atal Swasthya Sewa’ had been started from 25th December last in seven districts of the State and three more districts would be covered by 31st March, 2011. He said that ambulance service was being provided free of cost within 35 minutes in case of emergency.

Dhumal said that free institutional deliveries were being done in 100 hospitals in the State. He said that Chief Minister School Health Programme had been started for medical check up of the students free of cost. He said that for senior citizens denture were being provided free of cost under ‘Muskan’ scheme launched last year.

Chief Minister said that roads were life lines of the people in the State keeping in view geo-graphical conditions. He said that the Government had formulated a plan to connect every village having population of 250 and above by year 2012. He said that 900 villages had been connected by road during last three ears. He said that 2700 new roads had been constructed during the period.

Dhumal said that social security sector had also been accorded priority to give human face to the developmental efforts of the Government and added that 34 percent of the plan outlay was being spent on this vital sector. He said that 50 percent increase had been made under social security pension and 67563 new eligible persons had been sanctioned this pension.

He said that Rs. 105 crore was being spent on providing social security pension to over 2,67,000 persons in the State. He said that daily wage of the workers had also been increased from Rs. 75 to Rs. 120 thereby benefitting each daily waged worker by Rs. 16,245 annually.

Chief Minister said that subsidized ration was also being made available to the people in the State and BPL families were getting this at much cheaper rates.

Dhumal said that with a view to making Himachal Pradesh a prosperous State in the country, available natural resources were being exploited speedily. He said that Himachal Pradesh had immense hydel, industrial and tourism potential which were being harnessed so as to ensure income to the State and employment to local people. He said that a plan had been made to harness 17000 MW of electricity by 2017.

He said that 2806 new industrial units had been set up in the State in which 38,000 persons had got employment besides approval for setting up 3334 new industrial units had been given in which investment of Rs. 13000 crore would be made and employment to 1,27,000 persons would be generated.

He said that tourism was another sector which had great potential for generating income and employment to the people. He said that emphasis had been laid for rural tourism and a number of schemes like ‘Home Stay Scheme’,’ Ghar-Ghar Ki Kahani’ and Har Gaon Kuchh Kahata Hai’ had been started. He said that heli taxi service was being started and ropeways being constructed so as to provide added attraction to the tourists.

Chief Minister announced Rs. 1.18 crore for construction of stadium in Government Boys Senior Secondary School at Hamiprur, Rs. 50 lakh for Synthetic track at Hamirpur, Rs. 50 lakh for synthetic track at Dharamsala, Rs. 35 lakh for stadium at Jainsinghpur, Rs. 25 lakh for stadium at Rohru, Rs. 27 lakh for Bajir Ram Singh Pathania stadium at Kangra, Rs. 27 lakh for Badminton stadium at Shimla, Mandi and Bilaspur, Rs. 14.50 lakh for Gumma Cricket Stadium , Rs. 15.5 lakh for Gharnota stadium in Chamba district, Rs. 10 lakh each for stadium at Nirmand and Indoor stadium in Shimla and Rs. 6 lakh for Indoor stadium Dharamsala.

    शिमला — हिमाचल प्रदेश की आर्थिक स्थिति साल-दर-साल नाजुक हो रही है। 13वें वित्तायोग द्वारा मांगी गई धनराशि में कटौती किए जाने के बाद मुख्यमंत्री स्पष्ट कर चुके हैं कि आने वाले वर्षों में दिक्कतें और बढ़ सकती हैं। उनका कहना है कि 13वें वित्तायोग ने भी प्रदेश की वित्तीय हालातों पर गंभीरता से गौर नहीं किया है, जिससे कर्मचारियों को वेतन और पेंशनरों को पेंशन की अदायगी में संकट खड़ा हो सकता है। 13वें वित्तायोग ने प्रदेश के कर्मचारियों के सैलरी कंपोनेंट में 600 करोड़ रुपए की कटौती की है, जबकि सरकार को उम्मीद थी कि यह कंपोनेंट 4400 करोड़ रुपए बढ़ेगा। इस मद में 3800 करोड़ ही रखे गए हैं। जाहिर है पौने तीन लाख कर्मचारियों और पौने दो लाख के लगभग पेंशनभोगियों को अदायगी का बोझ सरकार के कंधों पर बढ़ेगा। ऐसे में सीमित संसाधनों से युक्त राज्य को आर्थिकी के पथ पर अग्रसर होने में बड़ी दिक्कतों का सामना करना पड़ सकता है। 1996-97 में पेंशनरों को दी जाने वाली रकम 126 करोड़ रुपए थी, जो वर्तमान में बढ़कर 1298.50 करोड़ रुपए पहुंच गई है। अब राज्य सरकार बीते वर्षों से अपने संसाधनों में जहां बढ़ोतरी करने को कदमताल कर रही है, वहीं ऊर्जा के क्षेत्र से ज्यादा से ज्यादा आय अर्जित करके मजबूत बनने को भी प्रयासरत है। करों की ज्यादा से ज्यादा उगाही पर जोर दिया जा रहा है। बावजूद इसके राज्य की आर्थिकी पटरी पर नहीं आ रही है।

    31 जनवरी, 2003 की देनदारियां

    आंतरिक ऋण 5636.97 करोड़, केंद्र सरकार के ऋण 2807.70 करोड़, जीपीएफ/जीआईएस 2429.20 करोड़, अन्य ऋण दायित्व 1833.51 करोड़, सार्वजनिक क्षेत्र के उपक्रमों द्वारा लिए गए ऋणों पर दी गई प्रतिभूतियों का दायित्व 1638.91 करोड़, कुल देनदारियां 14346.29 करोड़।

    31 जनवरी, 2008 की देनदारियां

    आंतरिक ऋण 13888.96 करोड़, केंद्र सरकार के ऋण 982.54 करोड़, जीपीएफ/जीआईएस 3613.14 करोड़, अन्य ऋण दायित्व 1688.50 करोड़, सार्वजनिक क्षेत्र के उपक्रमों द्वारा लिए गए ऋणों पर दी गई प्रतिभूतियों का दायित्व 2018.81 करोड़, कुल देनदारियां 22191.95 करोड़।

    2009-10 की देनदारियां

    आंतरिक ऋण 14461.18 करोड़, केंद्र सरकार के ऋण 980.30 करोड़, जीपीएफ/जीआईएस 4070.69 करोड़, अन्य ऋण दायित्व 2229.13 करोड़, सार्वजनिक क्षेत्र के उपक्रमों द्वारा लिए गए ऋणों पर दी गई प्रतिभूतियों का दायित्व 1939.42 करोड़, कुल देनदारियां 23680.72 करोड़।

    आने वाला कल और मुश्किल

    मुख्यमंत्री प्रो. प्रेम कुमार धूमल का कहना है कि प्रदेश सरकार के सर्वांगीण विकास को सुनिश्चित बनाने के लिए मजबूती से प्रयास किया जा रहा है। इसी के नतीजतन प्रदेश की आर्थिकी में वर्ष 2008-09 में 7.4 फीसदी की वृद्धि दर्ज की गई है। वर्ष 2008-09 के 2400 करोड़ रुपए के योजना आकार की तुलना में वर्ष 2009-10 के लिए योजना आकार को 2700 करोड़ रुपए तक बढ़ाया गया है और सामाजिक सेवा क्षेत्र को सर्वोच्च प्राथमिकता दी गई है, जो कि कुल योजना आकार का 31.30 फीसदी है, जबकि वर्ष 2010-11 में योजना आकार तीन हजार करोड़ रुपए तक प्रस्तावित है। सरकार ने अतिरिक्त वित्त संसाधन सृजित करने के लिए कई कदम उठाए हैं। सड़क, शिक्षा, स्वास्थ्य, स्वरोजगार, स्वावलंबन और स्वाभिमान के मिशन को हासिल करने के लिए सरकार प्रयासरत है। बजट में भी इन्हीं मदों पर ज्यादा देने का प्रयास रहेगा। मुख्यमंत्री का कहना है कि पहले नौवें वित्तायोग के समक्ष तत्कालीन सरकार ने राज्य की सही वित्तीय स्थिति को प्रस्तुत नहीं किया, जिसके नतीजतन ज्यादा ऋण उठाने पड़े। अब 13वें वित्तायोग ने भी राज्य को निराश किया है। आने वाले वर्षों में वेतन व पेंशन अदायगी को लेकर दिक्कतें आती हैं।
