Dhumal launches E-Grievance portal

Shimla: To empower the citizen, Himachal government on Saturday launched an internet based grievance redressal portal (http://admis.hp.nic.in/esamadhan/), which would enable one to register a complaint with the concerned official but would provide the chief minister’s office and other concerned officers downstream an overview to see that it is timely acted upon.

Speaking on the occasion chief minister Prem Kumar Dhumal said, “the initiative has been taken to fulfill a commitment put forth in the party’s manifesto of providing transparency in our working.”

To respond to ‘E-Samadhan‘, the IT based grievance redressal program, each department has appointed a nodal officer down to the tehsil level who would oversee that all complaints received are timely dealt with, he said.

Main objective is to provide an easy and economical solution to the problem of common man at his door step, the chief minister said. Access for lodging a complaint can be done from any internet based computer and where computers have not penetrated then one can use that Sugham Centre, which are being set up in each panchayat for offering various kind of internet enabled services, he said.

Rajesh Bahadur, director national informatics center Shimla in his presentation demonstrated the working of the program.”For any grievance made, the complainant would get an identity number which would help him to track all the observations and actions resorted to, for redressing the issue,” he said.

Claiming it to be the first such program in the country Bahadur said, “right from block and tehsil level the complaint with one entry would be accessible by the concerned deputy commissioner, the concerned secretary, chief secretary, legislator of the area, the concerned minister and the chief minister.”

Any delays in dealing with the complaints received would automatically build a pressure on the concerned officer because of the very fact that all upstream officers, legislators and ministers would be aware about all pending complaints, said Bahadur.

    My heartiest congratulations to all those, who have been working for such a scheme. Himachal Pradesh is doing much better in IT services than the rest of our neighbouring states. I will also appreciate BJP government for trying to “provide transparency in working” as committed in the manifesto. The most notorious departments like, PWD, education etc. are still not included in the list but I hope it will be not forgotten after formal inauguration. A strict follow up from CM office is necessary to realize fruitful results.

    I have strong doubts about the non accountable and big hierarchical babudom, having any fear of the highest office during current regime. More so, when heads are more dependent on the interpretations by subordinates. Communication through e-mails/e-samadhan cannot realize good results in an environment where even the most heads are not in a habit to open their mails. I got two such acknowledgments from the CM office in the past but failed to receive any feed back from the concerned departments.

    In addition to introducing e-governance projects, the government should try to strengthen the current official communication system. The most important letters are lost after putting dispatch numbers. As the vested interests know the importance of such communications, people are left with no other option but to waste their time in obliging the concerned staff. As the rates of speed posts/couriers are reduced now, government can even bargain for lesser price as was done with BSNL CUG plan for govt. employees. Continuing with the biggest fraudulent practices in such communications over the years, even RTI act cannot provide any help as the ordinary letter is shown dispatched but lost in between.

    I think this is the biggest issue that needs to be tackled effectively to deliver transparent services. If not, our official system is not going to improve further and remember, in Himachal Pradesh, it is the root cause of anti incumbency factor to all governments even from those who nests on the same system.

    I totally agree with RKS. No amount of technology can bring change in the basic attitude of the govt. babus. Though the effort of the govt is laudable in launching the web portal but how does one makes the babus work? The highest amount of internet activity in a govt office happens when results are made public on Education Board website and everyone is busy taking print outs of the marksheet. Other than that any one hardly uses the internet for any purposeful purpose. Even the departmental heads (IAS class) never use or share their official emails with the public. These are not mentioned on the HP govt website. Untill the govt moves away from the file culture, all these efforts of using technology in daily work are not going to render any fruitful results.

Wrt RTI information sought by me, Ankush Kaushals/o sh. ramdrash R/o Sahpur shown selected merely based on personal interview , neglecting other meritorious acadmic records of other condidates.onlly 25 days experience of PGI shown precured on 12.10.2009 whereas interview was held on 11.9.2009 itself creats doubts. He being having secured 52%,54% ,51 % [third divisions] in matric, BA and MA resly, whereas I possess 74%, 61%, 61% in matric, BSC , Post grad diploma in health & nutrition[all in first divisons] along with MA sociology with 54%[2nd division] and 8 years exp of regd organisation. please get enquired & allow justice by selecting the deserving condidate.

    HELLO SIR, MY Name is Mohit. My father Sh Satinder kumar Gadhok is working in Himachal police in wireless Department as a Sub Inspector, Presently he is posted at samdhu disst lahol spiti from last 3 year, My mother is ill by asthama from last 2 year and i am also far from home i am working in gurgaon. Many times we tried to Do transfer of my father near by. But nobody have given us response now after many tries we got information my father have transferd to baddi we are living in Nahan, but who is the person who is going to samdhu in place of my father he have taken 1 month medical and no body have sent to order of transfer of my father please sir i am requesting to you please see my complaint and take a fare deccision if its possible plese do my father transfer to Nahan as soon as possible regards mohit

    I would like to bring to your kind knowledge that HRTC buses conductors do not give as per actual fare ticket.

    e.g. Day before yesterday, I had journey from Una to Nalagarh at evening. At the time of journey, I had given Rs.50/- to him but he had not given a ticket. He was saying I will be returned Rs. 10/- after reached at your destination. He had returned me Rs. 10/- I had asked one question from him why are you doing such type of things. He replied that I had not earned single rupee today. He has to coordination to other bus conductor. is there any ticket checker or not. On that day he had not given ticket to 4-6 passengers.
    Once again I would like to request that please catch such type of scoundrel person of the first water & maintain good environment in H.P.

  7. Sir, This is regarding One Rank One Pension (OROP)to Defence pensioners. Our beloved CM, when was MP have been taking up this issue in the Parliament. Recently the Punjab Assembly has passed an unanimous resolution recommending grant of OROP which has been sent to the Central Govt. The BJP Chief has also written to the Hon,ble PM to grant OROP to defence veterans. I request the Hon,ble CM to consider passing of a resolution in HP Assembly recommending OROP to defence pensioners and put pressure on the Central Govt. Regards

    sir dhramshala alloted 40 crores or development so plese first of clear the problem of garbage . which is spreaded all over the roads on morning when i go to school i see every where in kotwali (d/sala ) every shopkeepers dump were on the roads . i suggest u should give rule to every shopkeeper to have dust bin big or small as required which is fixed in there shop .so that labour of municipal cummety collect garbage use should fix bucket size dust bin after every 40 meters in d/ sala city. plese sir here is a request and plese think over it.

    One more white elephant brought in for publicity…riding on this e-elephant I would like to suggest the web masters of this portal to make it more user friendly or guide general public by organizing /giving in practical demonstrations for its usage, not by siting in secretarial offices and living officially behind tables with press releases.

    The common pubic / people who have grave problems are not well versed with technical know how and those who are technically aware and belong to elite class have enough links to get things done straight ways..

    There was one more elephant launched for promotion of handicrafts and hand looms, i would request the senior editor to sort out the scale of height that elephant gained since it was launched…

The problems are like stealing money from patient stand, stealing mobile from patients and making rumors for thieves in the every particular ward. so pls make some decision for good security of patients and if the work is done i am very thankful to you sir…

    we are facing problem
    with private bus (R.K. Bus) oprator for last 4 OR 5 years. He is not going through mentioned route.
    The mentioned route is kasouli Solan via Neripul Theog ,Chhaila, Ghoond. When local people requested him to restart bus upon mentioned route, then he gives illogical reasons. Sir we have only 2 overcrowded buses which are feeding 4 panchyats. Which may meet with an accident at any time . Who will take the responsibility of that accident department or that operator? Department should take necessary action like cancellation of his permit etc. and route should be allotted to an other bus operator.
    Sir we have still hope that you will take speedy & necessary action against him and restart bus up to Ghoond.

    Sir mera naam Anurag Sharma hai main sunder nagar mem job karta hun mujhe apni jameen ki taksim ke liye baldwara tehsil me aana padta hai jo ki baldwara tehsil ke under aati hai.sir mujhe 6 baar peshi ke liye ate di gai or saman bhi diye gaye lekin jab bhi main yahan aata hun to mujhe aage ki taarikh de di jaati hai main apni job se chhuti leker aata hun mujhe 100 km aan padta hai.or mujhe yahan bahot hataah hokar jaan padta hai.pehle baldwara naib tehsildar se mujhe date milti hai jab main yahan aata hun to wo khud office me nahi hote hain esa mere saath 6 baat ho chuka hai.mera poora din bhi kharab jaata hai or meri salary me se bhi paise cut ho jaate hain kyunki main private job karta hun.main chahta hun ki meri taksim ka kaam jald se jald ho meri aakhiri peshi hai ye jald ho jaaye…plz aap meri is complaint pe jald se jald koi action le…..

    It was very heartening for common citizens of the state to have this facility for which we all thank the CM.But unfortunately the insensitive administrative machinery of the state which has to implement the order/direction of the Govt to redress the grievances of the public has with the passage of time made the facility ineffective and toothless. May this feeling of hundreds of Himachalis be conveyed to the Hon’able CM.

    I am thankful to the Hon’able C.M. H.P. who has introduced the E.Samadhan portel to the public of H.P. It is so effective if any body file the complained in the E.Samadhan, the action is to be taken by hook and crook. . I file the complained vide Application No.Hort.201218 dated 6-7-2012 relating to releasing of payments dues. The payment in question has been received by me on 13-07-2012 hence the complained lodged by me may very kindly be cancelled. I shall be thankful to the H.P.

    I do not find e- Samadhan better than any other Govt departments. There is no check and no accountability. Glaring examples are two applications No. PRAJ/2012347 dated 01 Sept 2012 and PRAJ/2012359 dated 09 Oct 2012. Though redressal time for these applications is 30 days but these applications are still remarked as PENDING. Why ? Is there any one to explain.
