BBNDA starts self certification scheme

BADDI: To streamline the working of planning division of Town and Country Planning wing in clearing new construction cases the Baddi Barotiwala Nalagarh Development Authority (BBNDA) has launched a new innovative scheme. With this, BBNDA is aiming to become the fastest agency in this region by surpassing the agencies like PUDA and HUDA. Under scheme, the case will be cleared within 15 days unlike the 2 to 3 months average time in getting permission earlier.

Says Dr. Amandeep Garg , CEO BBNDA , the process has redefined to improve the things in cases like planning permission, change of land use, NOC for water and electricity, NOC for land under 118 and essentiality certificate etc. “Under new arrangements now, all these cases will be received by designated official of BBNDA. If the case is strictly as per the check list and all the documents are enclosed along with, in such cases a token receipt regarding the acknowledgement of the receipt of the case will be issued at the spot.”

For the fast processing of cases the dealing technical assistant will deal the case presented to him or her within 7 days of the marking of the case. For apartment cases and any other cases by specific orders of CEO, an additional 3 days will be granted. For the ongoing cases, the time frame will be 4 days only. Any delay will have to be explained by the concerned official. The systematic time frame has also made for any queries at any stage of technical scrutiny.

Meanwhile in another significant development that can avoid major hassles the residents of 171 revenue villages under 31 gram panchayats out of the total 228 villages in 41 gram panchayats under BBNDA purview, have authorized to get NOC for new construction from their concerned panchayat. The moves thus avoid getting NOC from BBNDA. The decision has been taken with subjected to the construction of two-storey residential buildings with covered area of 200 square meters at plinth level.

The TCP act was implemented in this area in various stages. In 1985, 48 revenue villages in Baddi and Barotiwala were brought under the ambit of TCP. Subsequently 9 villages in Nalagarh were brought under TCP in mid nineties. For Both these two areas, master plans were prepared about 10-15 years back. After the industrialization package, from 2004 onwards about 47 more revenue villages were brought under TCP.

And now with the inclusion of more 124 revenue villages in BBNDA under TCP Act from Nalagarh area in May this year the people were required to get their building plans approved even for their residential houses from BBNDA office at Baddi . The move is expected to save lot of time and avoid harassment for people as well as work well for BBNDA. No formal approval is now required from government office means less harassment and freedom from architects etc, thus saving time and money.

Almost 90% of the cases in our office are related to residential houses, points Dr. Amandeep Garg, CEO, BBNDA. It will save a lot of time and effort of my office to do some more productive work for overall development of this area, he asserts. We can now focus more on overall land use regulation and regulation of industrialization. Also we have started a scheme for self certification for further speeding the work of TCP clearances, maintains Dr Garg.

However to check the haphazard construction along roads, any construction falling within 20-meter from control width of road on both sides, the NOC from BBNDA is required. To facilitate the commercial construction, the laws have also made easier. The prospective investor has to submit the plan made by approved architect with BBNDA.  The construction can be started after that without waiting for final approval. EOM

    Good to see the transpaciry in the systems But the authority is not controlling the commercial acitivity in resedetial area like houseing board colony,basanti bagh
    ionsarea.So many organisations are operation their business in this area and using highly inflamable items like Iso Propyl Alcohol,Acetone,Menthol and which cause the heavy accident .Need to stop these busisness acitivity in basanti bagh on urgent basis

    Dear Sir,

    i hv purchased a land approx.5 biswan for residential purpose at Bangla Colony.Its 2 km from Nalagrah.Its 80 to 100 metre from State high way.

    Now pls suggest me hv i need to take permission to make resident at same place.
