Lawyers Chamber at Himachal Pradesh High Court Bar Association soon

State Government would be providing lawyers chambers to the members of Himachal Pradesh High Court Bar Association near to the court complex and create facilities for the litigants and officers visiting the court in connection with court matters. This was revealed by Virbhadra Singh, Chief Minister, while addressing the members of the Himachal Pradesh High Court Bar Association which hosted a dinner in his honour here last evening.

Chief Minister said that the state government had provided liberal funds for the construction of the new High Court Complex to create best working environment for the judiciary, advocates and litigants and an impressive complex has come up. He said that keeping in views the increasing number of members of the Bar Association and cases being filed in the Hon’ble Court, the state government would be extending best of its cooperation for construction of a separate block of the lawyers chambers to facilitate their convenient working as also to attend to their litigants. He said that joint inspection of the proposed site for the chambers would be conducted by the state government authorities and drawings etc. prepared for execution on priority. He said that funds would not be any constraint in constructing the complex.

Virbhadra Singh said that state government was spending Rs. 12.67 crore over the upgradation of judicial infrastructure in the state where best of the facilities would be created for the proper functioning of the courts. He said that major judicial complexes were being constructed at Nahan, Bilaspur, Hamirpur, Solan and Mandi while over 20 residences would also be constructed for the judicial staff at different places while more were likely to be sanctioned to increase residential facilities. He said that besides sanctioning 114 posts of different categories for courts new courts made functional at Una, Ghumarwin, Hamirpur, Nalagarh and Shimla during last two years.

Chief Minister said that the District Court Complex of Shimla were being shifted from existing location to a more spacious and convenient location near Chakker for which necessary modalities had been chalked out, detailed project report prepared and execution of the project was likely to be started very soon. He said that the new court complex would be self-contained in all respects where adequate space would be made available to the judges, advocates, litigants and other visitors to the court. He said that the residential facilities were also being incorporated in the construction plan so that it could add to the efficiency of the court employees and supporting staff.

Virbhadra Singh said that the state government would also be funding the setting up of the State Judicial Academy to upgrade the legal activities in the state. He said that separate complex for the office of the Advocate General and supporting staff was also being constructed which could help in bringing efficiency in its functioning. He said that efforts would be made to construct the same near to the High Court complex for remaining in constant touch with the court proceedings.

Chief Minister said that his government would be extending its support to upgrade the library facilities in the High Court for the convenient functioning of the practicing lawyers. He advised the advocates to avail of the Internet facilities to upgrade their professional skills. He said that the modern technology could be instrumental in saving them from putting in extra labour in retrieving the various judgements of the Hon’ble Courts of the country. He assured best of cooperation of his government for the efficient and convenient functioning of the judicial system in the state.

Ashok Sharma, President, HP High Court Bar Association, welcomed the Chief Minister and thanked him for providing Rs. 5 lakh for upgradation of the library facilities in the court complex. He said that the library was catering to the upgradation of professional skills of the budding law fraternity. He urged for construction of a separate block for the lawyers chamber near to the High Court complex, as adequate space was not available for their routine functioning.

Vimal Gupta, Vice President, HP High Court Bar Association proposed vote of thanks and said that the legal fraternity was obliged to the Chief Minister who had always been considerate towards their demands.
Shravan Dogra, a senior advocate apprised the Chief Minister of the functional problems of the High Court Bar Association and said that it had over 500 lawyers as its members and the same was growing with the passing out of more batches. M.S. Chandel, Advocate General of Himachal Pradesh, Tarun Kapoor, Deputy Commissioner, Shimla, S.P. Negi, Engineer-in-Chief, HPPWD, and other office bearers of the Association were present.
